The California Association of Latino Superintendents and Administrators (CALSA) is pleased to announce that it will be holding its Sixth Annual “Focus on Results” (FOR) Symposium in Monterey, CA from January 27-29, 2012. As you know, the Symposium was established in 2006 to provide a unique venue for educational leaders to influence the development, refinement, and delivery of products and services impacting educational settings where Latino children are enrolled. Participants are assigned to a panel with a minimum of five other administrators in a focus group setting to help with market research. These are not sales presentations, but collaborations to assist companies in fine tuning their program and services development. Participation in the 2012 Symposium is by invitation only. All participants must be active CALSA members.
A Collective Call to Action: Reinventing Educational Paradigms The 11th Annual CALSA Summer Institute (SI) will provide a venue for educational leaders to access solutions and strategies necessary to address the needs of all students but with special emphasis on Latino/a students. The SI will continue to promote CALSA’s values of mentoring, advocacy, networking, leadership development and Familia through the high impact program of activities scheduled. A primary focus of the Summer Institute will be to respond to inquiries such as “How is measurable student achievement aligned with the key pillars of the Common Core State Standards (CCSS)?” General Fund or Categorical Funding can be used for registration fees. Continuing a CALSA’s tradition, the SI will ensure that Familias have plenty of optional venues to access while the Institute is in session; most are within walking distance of the hotel in downtown San Jose. 4th Annual Research to Practice Conclave Connecting Education Leaders and Researchers on Promising Practices for Improving Latino Achievement CALSA is holding this conference at a time when the goal of an effective education for Latino students—including Latino English learners (ELs) is more critical than ever to their future and to California’s social and economic health. The conclave will focus on this crucial issue and provide participants with information on how to help achieve this goal by: In addition, two panels, each with three researchers, will provide additional re- search findings that increase Latino and EL student achievement. Two panels, each with three superintendents and other district leaders, will de- scribe how those research findings could pragmatically be integrated into schools today. This conclave is the fourth of these that CALSA has sponsored during the last 18 months. The Planning Committee and the Research Advisory Committee have been developing the program since the CALSA Board of Directors approved this conclave as another service helping to fulfill the mission of CALSA and a special benefit for CALSA members. The Call for Research Papers has been launched, and CALSA is ex- cited about offering this fourth conclave with the University of Southern California. More details will be shared soon, and CALSA encourages you to mark this date on your calendar. Apply to the state committee that will have impact on the development of Instruction and Curriculum
Instructional Quality Commission The Instructional Quality Commission (Commission), formerly known as the Curriculum Development and Supplemental Materials Commission, consists of 18 members, 13 of whom are appointed by the State Board of Education (SBE) upon the recommendation of the State Superintendent of Public Instruction or the members of the SBE. At any one time, at least seven of the public members are current classroom teachers, or mentor teachers, or both, who are assigned to teach in grades K-12. In making the remaining appointments to the Commission, and in establishing the Commission’s advisory task forces or committees, the SBE considers other professionals involved in the development and use of curriculum and instructional materials, including, but not limited to, school administrators, school governing board members, and parents and guardians who are reflective of California's diversity. Commission on Teacher Credentialing Approves ELD Credential & Authorization Structure
At its December meeting, the Commission on Teacher Credentialing (CTC) unanimously approved the authorization structure for a new credential for single subject English as a World Language. This is an effort that has been in the works for more than two years and one that CALSA has strong supported.
Additionally, there was an information only discussion (with action planned for the next meeting) to allow a holder of a World Language Credential to also teach single subject English. This agenda item provides the draft Subject Matter Requirements (SMRs) for the new CSET: World Language: English Language Development examination and also the draft World Language: English Language Development Subject Matter Program Standards for initial review by the Commission. Approval of this item will eventually allow a holder of an ELD World Language credential to also teach high school English - which would clearly make them more broadly-based academically and more marketable teachers. The new authorization would also serve to better unify institutions of higher education in how they view and incorporate ELD as an academic discipline.
Jeff Frost, CALSA’s legislative advocate testified in support of these items on behalf of CALSA. This action brings CALSA one big step closer to developing a robust ELD credential at the secondary level which will result in academic gains for EL students in the future.
CTC Agenda Item 5B CTC Agenda Item 5C Young superintendent making a difference in desert ![]() BORREGO SPRINGS - A year ago the county’s youngest and only Latina superintendent took control of the Borrego Springs Unified School District, a small and once proud educational system that had fallen upon hard times in the past decade. Carmen Garcia was born in Mexico, the ninth of 10 children and the daughter of a farmworker with little formal education. She moved with her family from a small town near Guadalajara to Escondido in the 1980s and learned to speak English in the fourth grade. She came to Borrego from San Diego where she had been principal of a Roosevelt Middle School and the youngest principal in that district. Test scores rose 56 points there in her three years.
Test scores were among the worst in the county when Carmen Garcia, now 34, arrived. And so far, she’s made a difference.
CALSA, F3, HispanicBusiness Why Education Matters Scholarship Contest
In these challenging economic times, the California Association of Latino Superintendents and Administrators (CALSA), Fagen Friedman & Fulfrost LLP (F3), and HispanicBusiness magazine have reaffirmed our commitment to academic excellence. Together we have created an annual essay contest awarding five scholarships of $1,000 each for high school students. The collaborative forces of CALSA, F3, and HispanicBusiness magazine are behind the Why Education Matters Essay Contest, which will award five $1000 scholarships to exceptional, motivated young students.
De La Rosa & Co. contribution to the CALSA Student Scholarship Fund CALSA greatly appreciates the financial support that the De La Rosa & Company has provided to the CALSA Student Scholarship Fund. We were surprised when Edward De La Rosa announced that De La Rosa & Company would commitment itself to donate $15,000 for the 2011/12 fiscal year. This is the largest contribution CALSA has ever received. “De La Rosa & Co. has been honored to serve as the Corporate Sponsor of CALSA’s Scholarship Program since 2008, and we are proud to make our largest donation to date -- $15,000 -- for the 2011/12 school year. These are extremely challenging times, and college tuition is increasing by double digits every year. CALSA scholarships, De La Rosa’s own Fabric of Society scholarships, and similar programs are a lifeline for deserving young people to move themselves, their families and California forward.”CALSA giving you the opportunity to network with other leaders
For effective educators, one of the advantages of participating with CALSA is the opportunity to network with other leaders who are from various school districts within California. They understand the importance of having this system in place by recognizing that cultural relevance of working together as a familia. It becomes a support group that empowers members to get into those leadership positions.
“We are at a critical time in our history in our society that we need to focus on how to educate all of our students, including our Latino students. Part of that is having adequate funding.” shared CALSA President Dr. David Gomez who is the Superintendent of the Santa Paula Union High School District in Ventura County.
